Single Player issues?

Why is it, exactly, that you don't get the "small country" bonus or whatever you'd want to call it for choosing a smaller country when you're in a private match on your own?

Despite the fact that you would have gotten the bonus if you'd have done the exact same thing, with the exact same settings, if you were playing online?
