Mapmaking glitch?

Im making a new ww2 map and i was trying to make a tank avaiable from turn 3 to the rest of the game. but when i putted 3, the other side also said 3. but when i putted avaiable to at 50 the turn it should be avaiable from wasnt 3 but 50! PLEASE HELP
