How do "not unlocked yet" units work, are they Premium or something? If they aren't can they be unlocked permanently?

You can unlock units and get upgrades by going to your profile and clicking "upgrades". The sp you earn for playing games can be spent to permanently unlock units, strategies, and upgrades.

The only unit you need premium for is the general. In addition, for some scenarios there will be units listed as not unlocked yet. This label can appear as you must wait until a specific turn for them to become available or you have to be a specific side in the scenario.

Thank you both, two more questions, What is the buildings tab for, and do the scorcher missiles being "banned" have any particular significance or is that just part of the description? I haven't noticed any upgrades that give it so I'm guessing it's scenario only or something but I'm not sure.

Both the Buildings tab and Scorcher Missiles are new and no one but the admins and possibly the mods know what they are for (still in development). Judging by the rate of the map editor which will be finished in 2023...maybe...we can expect an answer by 2024...hopefully

As Darth said those things are both new and no one entirely knows where they will lead to. The best guess I can say for the scorcher missile is that it will be a new unlockable unit that has a high attack on standard maps and will cause a large lost of income and population for a city it hits; however, the goal is to only make it available for one use because of its low hp. The buildings option will probably be for map makers to create units that cannot travel outside of a city and will not be affected by strategies to increase their range. Currently, map makers can make a unit have zero range, but the strategy "blitzkrieg" can increase the range by 3 thus allowing it to move. Many mapmakers have wanted the ability to make units that are unaffected by range bonuses. When these will become available is anyone's guess, but they've been sitting there for awhile so I doubt any change will happen soon. We're all waiting on the new map editor which is almost a year overdue.
