Is rewalling fine here?

So, I wanted to make the whole wall work together, and since it appears that the only place I'd be attacked anytime soon(if at all) is my WFed UKR cap(not shown), I rewalled Bulgaria's cap(circled). I understand rewalling is banned, but I did this, saved, and then realized it might not have been okay.

Of course, if nobody is attacking it, then it wouldn't affect the game at all. Right?

This type of rewalling is fine for me if the enemy is distant enough to not wall-fuck the rewalled city....if he has range then its not ok but you can get away with it sometimes....just keep it 1 turn unwalled because if the enemy doesnt bother to wf it most of the time wont bother to attack it next turn too.

Well, in my case I'm almost certain it didn't do anything to the game. Is it really cheating if it didn't effect anyone? I know that's a slippery slope, but if you look at my picture.... there doesn't seem to be a way that that specific city could be attacked, or would be.

I've asked mostly because it's an interesting corner case in which yes, it's against the rules.... but it didn't give me any more advantage than if I had done it over turns... because nobody would be attacking anyways.
