Ok, so this hardly ever happens, but... (Tie game)

Bug Report:

Expected behavior
Example: When a game is tied and determined by SP, I expect both players to share the SP

Actual behavior
Example: When a game is tied and determined by SP, one player takes it all (not sure if winner is chosen randomly. Maybe there are decimal values for SP, or some other factor.) See image below.

Steps to reproduce the behavior
Example:
1. Invest several hours in a 50 turn game.
2. Ensure both players have exact same SP on last turn of game.

Kormandante lost turn 49 and Pasha stayed until the end. I think it was coincidence that they ended up with the same SP.

Neither left. It was a coincidence they had same SP, so if they tied, i would expect both would get victory.
